Howl is an implementation of the ZeroConf standard for networking for Windows and *nix. It is open source and also contains an SDK to integrage ZeroConf support into Windows apps(Currently is a C library. Anyone interested in writing a Managed SDK??).

ZeroConf aims are plug-and-play networking, where you just connect two computers and they automatically are able to communicate without the need for external DHCP servers etc.
